Q: Why do you insist so strongly on holding presidential and parliamentary elections before the referendum on the constitution in Libya? A: Let us take this issue in two parts. Why insist on elections? We know that legitimacy in any democratic country does not come except through the people, except through the fund, and we We see that all the legitimacy in Libya currently suffers from a lot of deficiency, sometimes because of the expiry of the term and sometimes because of poor performance. The results of the Paris conference have set dates for September 16, 2018 to lay the constitutional basis for these elections, and December 10, 2018 for the presidential and parliamentary elections. As for the second part, why are the elections before the constitution? Libya for Advanced Studies in supporting the commission that undertook writing the constitution. We have supported this commission over the years and we are now supporting that there be a constitution and that there be a referendum on the constitution, but we see that the referendum at the present time will cause great problems, and the problems in a nutshell lie in Article 183, which does not Many people pay attention to it even on the assumption of a yes referendum. It is the basic form, and therefore I think it is very important, and this is my personal opinion, and every Libyan is free in his opinion that elections must be held by the end of this year in order to renew the legitimacy of democracy in this country and get rid of all these feuding bodies.

Q: Is this really the reason why you prefer elections over the constitution? A: Yes, this is the main reason. There are other reasons, including that the Tabu gentlemen are not included in this constitution and the opinions of the Amazigh gentlemen are not included, and this constitution was written in very difficult circumstances I see that the societal consensus needed by any constitution in any country is not available, and this is another matter. The main issue is that the referendum now means extending the life of the reconciliation government for another year, extending the life of Parliament for another year, and extending the State Council for another year.

Q: This also means that it prevents you from running for the presidency or for any other sovereign position, given that the current draft constitution prevents non-Libyan nationals from running because it destroys your dreams of the presidency? A person waits another year to run for the presidency, but the issue of nationality. I want to give news that may be unpleasant to many of the Muslim Brotherhood and the Libyan Fighting Group and the groups that crammed such material and set not only the condition of revoking the nationality, but the condition of revoking the nationality one year before the candidacy, which was intended to incapacitate me and exclude many other than me.

I want to inform all of them that, contrary to what they expect, I have given up my Canadian citizenship since September 2015, when Parliament nominated me among 14 names and sent a letter to Mr. Leon on the basis that he chooses two names from them in the Presidential Council at that time the Prime Minister. Q: I mean, you do not now hold a nationality other than the Libyan one? Q: You think that the Brotherhood is behind setting the condition for renouncing non-Libyan nationality at least a year before the date of opening the door for candidacy for any position, either presidential or even sovereign, such as the House of Representatives. Why do you think that the Brotherhood is the one who set that and this applies to them? They too if they hold another nationality? A: Yes, but what we have seen in the past over the past 7 years is that it did not apply to any of the Brotherhood. A person with American nationality chaired the conference, and the governments were headed by eminent Libyan personalities with American and Canadian nationalities, and no one spoke about that except in the case of Dr. Al-Tarhouni, whom they expelled from the commission because of his American citizenship, usually applies only to the opponents of the Brotherhood, not to the Brotherhood.

Q: Did your renunciation of Canadian citizenship come out of love for Libya, or for love of chairs? My intention is to serve my country.

Q: You announced your intention to run for the presidential elections, if they were actually held on December 10 before the end of this year? A: I have struggled since March, and the reason for my announcement is because I know all these machinations that are happening so far. There are at least 3 complaints to the Attorney General. against me to keep me from running.

Q: But it seems that you insist on entering this presidential race. Do you think that you have chances or chances to win this presidential election, the first of its kind in the history of Libya? A: The issue is not a matter of chances of success or lack of success. The issue is a moral and legitimate duty. Q: Did you reconcile with Gaddafi? A: Yes, the father reconciled with Gaddafi since the eighties, and we returned to Libya in the early nineties.

Q: Many are betting on your resounding loss in front of potential candidates such as Khalifa Haftar and Saif al-Islam Gaddafi. How do you comment? A: I believe that the duty is to run, and I call every Libyan young man and every Libyan woman and every man and woman who believe in themselves that they have competence That they run not only for the presidency, but also for parliament, and that they run for municipalities. We do not leave the arena for people who we firmly believe that we can perform better than them. Therefore, everyone who sees himself as competent must run. Q: But it is an electoral race, and it is very natural to look at your political opponents who are competing with you in these elections? A: I do not see that Field Marshal Haftar is an opponent, nor is Saif al-Islam an opponent. Every patriotic Libyan who loves Libya is not an opponent. My only opponent is terrorism and the supportive groups and parties for terrorism.

Q: Let's say we elected you and you became the president of Libya starting from the day of tomorrow. How can we trust that you will not repeat the experience of Fayez al-Sarraj and the Presidential Council by entering and working from Tripoli, for example (where will the headquarters and office be and who will follow your instructions)? A: The issue is not a matter of personal opinion or personal effort. They are work teams and plans drawn from integrated groups of people and security, military, civil and economic plans.

Q: Even the Skhirat Agreement was like that, but it did not succeed? A: Each according to what he has. We have work teams that have worked for years to form a complete vision for the country called the Vision of Reviving Libya 2023, which is available on the Internet, and we consulted on it with wide segments of all Libyan experts. The military issue, I believe, should be left to the military, and the military issue, thank God, the Libyan officers and the Libyan military have proven a very high degree of awareness and unification of efforts beyond civilians. The military is inclusive for all and protects the homeland for the sovereignty of the homeland. It has Libyan military advisors who were able to reach real solutions.

Q: But it has not unified yet? A: It has not yet unified because there is no presidency that respects the military institution. With each other from the south, east and west, they are united more than any other segment of the Libyan people. The most unified segments are the scouts, the army, and the Red Crescent. These institutions are unitary with distinction, and the Libyan army is able to unite itself by itself, provided that the civil presidency respects it and gives the Libyan army the opportunity to protect the homeland and defend itself. Q: What would you do if you were the head of this military institution as long as you say that there is no presidency today that respects the institution and at least its meetings and unification? A: First, I salute the efforts that began in the city of Al-Asabaa and are now continuing in Cairo. I salute them and ask them to reach A formula for an integrated military council in which there is a hierarchy of seniority in which all military specifications are in place, and the Libyan army is the one that defends the Libyan people and defends the homeland and the Libyan police. Libya does not lack neither policemen nor army men nor brave officers and non-commissioned officers. Q: Military leaders from different regions of Libya used to meet at successive intervals for months in the Egyptian capital, Cairo, meeting on their own without any interference or presence other than the military presence they represent. I mean, what is the criterion for success?.. In every meeting they get closer to the end, and in the last meetings we saw the chiefs of staff from both sides of the country meeting. What is the criterion for lack of success?.. There are great successes, yes, they did not finish their work, and I believe that not finishing this work is due to If the civilian leaderships were serious about unifying the ranks of the army, the results would have been more prominent and better. I believe that we are on the verge of unifying the military institution, and we must rely on the military institution only to defend the borders of the homeland and protect the prestige of the state and its entity, and we rely on the Shatra only to protect the people inside the cities.

Q: What if you were president and this military institution did not unify yet, and there remained two chiefs of staff, two armies, and instructions from two poles, how would your position be here? A: We do not personalize the issue to talk about which president comes Al-Sarraj, not an elected president, but a person chosen by Leon from outside the list, and this is A very important point, and I think it lies in the story. The Febrere Committee said that the biggest problem in the conference was the confusion between the executive and the legislative, and that presidential elections must be held in addition to parliamentary elections.

What happened after the parliament was elected, it sat in a session and approved the presidential elections, but postponed them indefinitely. This decision No. 5 of 2014 is very, very important because it was a full quorum and an absolute majority and approved the presidential elections. Why was the presidential elections put in the drawer since 2014? It should have been A president is elected, and if a president was elected, the country would have been united because the president elected by the Libyan people has powers, entitlements, capabilities and effectiveness that exceed any unelected person.

Q: But in the end, this president does not have a magic wand. If the unification of the military institution is delayed and it remains as it is now, the presidential candidate, where will he take sides? A: The military reality on the ground in Libya now makes the military zones a reality, meaning there are zones. The control and influence of different personalities and different military leaders will not allow any military leadership to prevail over the rest of the leaders. By the nature of the current situation on the ground, when the military establishment unites by unifying these regions and presiding over these regions, I believe that it is possible and easier than many believe for the military establishment to unite.

As for the police institution or the interior institution, it is easier to unify it through the security directorates when the municipalities unite and meet. This means that the directorates can unite and meet as well. And from the judiciary, such a system of balances, I believe, is capable of extricating the country from what it is in.

Q: What would your position be if the army did not unite? A: I cannot answer you about scenarios in our vision there. As I told you there are specialized work teams and there are plans. I cannot answer you about all hypotheses. I believe that the situation will not be worse than it is now. In fact, I believe that the greatest possibility is that it will be better than it is now.

Q: In the absence of a strong constitutional basis, and I mean a permanent constitution, and this constitution, which is supposed to restrict the powers of the elected president, there are real fears among some Libyans that the winner of the presidential elections will have everything or do anything, and this, according to those concerned, would fuel the conflict and that Aggravates the current crisis? A: There is a major fallacy in this matter. There are those who promote to people that if the permanent constitution is not issued, then there is no constitutional basis, and that there is a danger to freedoms and a danger to the issue of individuals in terms of powers, and other than that. This is not true. We have now lived 7 years The Libyan people are governed through the Constitutional Declaration and the Constitutional Declaration is a constitutional basis, and it contains chapters on human rights and chapters on powers. Q: How do you understand the position of the Supreme Council of State and the rest of the currents affiliated with what defines political Islam regarding this draft constitution? A: Very unfortunately, when the head of the State Council says that he did not read the draft, but it must be approved and put to a referendum on it first of all, I see that in The matter is doubts, I mean, how do you insist on a draft that you have not read? Q: Was it not clear in that interview that the President of the High Council of State meant that he insists on the referendum and that he stresses the importance of the referendum on the constitution? Q: The House of Representatives, we saw in the last session, almost passed the referendum law on the constitution had it not been for that controversy that arose because of an unconstitutional article that was vaguely included in the draft law. Secondly, there is no guarantee for the supporters of the draft constitution that the referendum law will be issued in the next session, and the required quorum may not be achieved. In my opinion, the best explanation is 120 deputies. Q: There is a constitutional entitlement before the House of Representatives that requires the referendum law to be issued as soon as the draft constitution is determined? A: We respect this, and if Parliament approved the referendum law, we will go to the referendum, thank God. I am registered as a voter, and I will go cast my vote as all Libyans cast. Parliament, but procrastinating and continuing to procrastinate is the problem.. Yes or no. Is there a law for the referendum or not? Can you come up with a law for the referendum at this time and quickly, or will you procrastinate for another year and another year?

Q: What do you think about talking about the Paris meeting and its outcomes, and what do you think about the Italian position and the recent statements of the Italian ambassador to Libya regarding the French initiative? A: First, I think that the story of the conflict between France and Italy is exaggerated. I mean, we must not forget that the outcomes of the Paris conference It was witnessed by all delegations, including the Italian delegation, and then the Security Council took this document and issued a statement supporting this document, and Italy was present, and there is Italian support for what came in the Paris outcomes.

There is an acknowledgment by everyone, including Italy and France, that no country should be outside The squadron must work according to the plan of the Special Envoy, Mr. Ghassan Salame. The exaggeration of the issue of the Franco-Italian dispute, I think, is an issue in which there is a lot of exaggeration. The reason may be that some Italians bragged about the visit of their Prime Minister to Mr. Trump, and they rejoiced in this visit and gave expressions indicating that they are supported by Trump and that they have a kind of special guardianship, special care, or special interest in the Libyan file, of course, and this thinking is an insult to the Libyan people and an insult to Libya’s sovereignty as a member of the United Nations. No one has guardianship over Libya except for the Libyan people. No one has the right to speak on our behalf or be a guardian of Libya .. Libya is a guardian of itself, and the Libyan people are the only guardian of themselves, so His Excellency the Italian Ambassador may have been right in some of his expressions, but also, in fairness, the interview was two hours, and there were many expressions in support of the elections in which he said that he is with the elections and as soon as possible, and with the elections and the availability of conditions It is true that no sane person disagrees with it. There are some expressions that he made a mistake, especially at the end of the episode, and with your psychological pressure on His Excellency the Ambassador. It is not easy to dialogue with you. The truth is, and I feel this psychological pressure now. The Italian embassy must correct what the ambassador made, correct the vision and confirm However, they support elections if the Libyan people want elections, because neither Italy nor France nor any other country has the right to interfere in the elections. And when elections are held, this is the right of the Libyan people. When we say the outputs of Paris, we do not say the outputs imposed by Paris, but rather the outputs agreed upon by Libyan parties in Paris.

Q: Is Italy trying to impose something regarding this initiative? A: I see that the current situation with the current Government of National Accord, which has agreed to agreements without any right, means from where Al-Sarraj can sign agreements with the Italian government while he is not recognized in Parliament. He takes the constitutional oath in front of Parliament. Italy obtained things from the Government of National Accord that it should not have obtained from the agreement that was signed, including the movements of the Italian fleets on the Libyan shores, including several things, including the field hospital that turned into a military presence. These things should not have been obtained by Italy. In my opinion, it is in Italy's interest to prolong the term of the reconciliation government for another year, and therefore it may help them to support the referendum on the constitution. But I told the Italian ambassador, and I said to those I know among the notables of Italy, that this thinking is a big mistake, because you may achieve temporary interests with the Government of National Accord and lose the Libyan people. Comprehensive and general, I think it protects the rights of Libyans and is fair to both parties. We must implement the provisions of this agreement, which are not similar to what happened in the agreement signed by Mr. Al-Sarraj and the Government of National Accord.

This new agreement is broad and in fact has a great danger to Libya in terms of what happens to illegal immigrants in terms of stability in Libya and the fear of this stability, as well as many aspects, including the issue of sovereignty over the beaches and borders, and so on. Therefore, I, as a friend of Italy, of all European countries, and of all countries of the world, we We have no enemies from the countries of the world except those who try to fight us and occupy us. We want to be friends with everyone. Our advice to Italy is to let the Libyan people in their freedom, in their sovereignty, choose when they want to vote and choose the date of the elections, and also that they implement what was originally agreed upon in the 2008 Treaty of Friendship. Because in that agreement, the long-term stability of the Italian-Libyan relations.

Q: You show Italy that it clings to its interests linked to Al-Sarraj in Libya, and that is why Italy appears to be reluctant to hold these elections or to change the power in Tripoli. But what about France, aren't the interests that move the state towards any other country? A: Who believes that countries do not Following its interests and not protecting its interests would be insane. I mean, any sovereign state that protects its interests. Why do we get angry when our sovereignty is violated, because we feel that Libyan interests are harmed when huge numbers of illegal immigrants accumulate in Libya. This is a threat to Libya's interests when our territorial waters are harmed. We want our interests, and other countries want theirs.

Q: You mentioned the interests of Italy, what are the interests of France? A: All European countries now need a stable Libya. This is an interest for all European countries. Secondly, all countries have oil, military and security companies. Everyone wants new contracts with Libya. They want a future with Libya because they all suffer from Economic problems Italy suffers France suffers All European countries suffer We are in our interest as the Libyans to try to deal as much as possible with the European Union collectively so that the interests of European countries are balanced and countries such as Germany and the Netherlands can affect Italy or France or affect the Franco-Italian dispute If there are these European internal balances, we must deal with the European Union. I say the same thing to the Arab countries. Conflicts between Arab countries let us deal with the League of Arab States. It is not in our interest for Egypt and Algeria to wrestle, for example. It is in our interest to deal with Chad individually and Niger individually. It is in our interest to deal with the African Union. The singling out of any Arab, African or European country in the Libyan file is a threat to Libya. We have to balance all those countries and not lose the umbrella of the United Nations, the umbrella umbrella. Libya was We owe its independence to the United Nations. We believe that the United Nations is a beautiful umbrella that is able to accommodate these differences. Even if we want to deal with the lower level, it must be with regional institutions such as the League of Arab States, such as the African Union and the European Union. Q: It is said that the Paris initiative was hasty and that the legislative, logistical and security conditions were not sufficiently prepared to hold the elections agreed upon in this initiative, and therefore this could lead to an increase in the possibility of armed groups obstructing these elections or committing acts of armed violence against supporters of the elections?
