Laws on universal access to schools
Many countries prohibit students from attending schools, especially in primary and middle schools, as they may cause damage to the educational process.
In 2018, France became aware of the harm caused by the introduction of phones to schools and their impact on students. It banned access to primary and middle schools, and left secondary schools free to decide whether to allow or prohibit them. In Britain, one third of schools completely ban mobile phones, while most allow them to be used during classes. In Switzerland, a proposal was made in Parliament to ban telephones in schools similar to the French experience. According to the Saudi newspaper Al-Watan.
The Kuwaiti Cabinet is currently studying whether to allow it, but no decision has been reached yet. In Bahrain, the ban on students from receiving personal phones is still imposed, and is restricted only to scientific projects inside the installations.
Since November 2018, all primary and secondary schools in the Chinese province of Shandong have banned the use of mobile phones in classrooms, and in February 2021, China announced that children would be banned from using mobile phones in schools unless they got parental consent.
In August 2014, Japan set strict rules for smart schooling, and schools called for schools not to buy smartphones for their children.
In the United States of America, an increasing number of schools now allow mobile phones to be used as educational tools, and students have been taking their phones to school for many years amid regulations imposed by educational authorities in each state while in some cases parents have given consent.
And in Germany, the Bundestag 2018 passed a widespread ban on smartphones in schools, whether in kindergarten, elementary, or even high school. In Australia, mobile phones are advised to be used in Australian schools only if parents or guardians are contacted, only if the parent or guardian permits the use of the telephone during school activities, such as school trips, camps and summer activities in the school.
