Most of the deputies who made their interventions yesterday poured out their anger on the government over what they considered blatant and repeated violations of government agencies and documented by successive reports of the Board of Financial Supervision.
The head of the Financial Supervision Bureau, Hassan Al-Jalahma, said in the session that they had actually referred a number of people to the Public Prosecution, after the Bureau discovered that they had almost corruption in their work in government agencies.
Al-Jalahma added, "If it becomes clear to it that there is criminal evidence against any person or entity, it will not stand still, and will send it to the Public Prosecution, and we have done that, but we cannot mention the names in our reports, because the accused is innocent until proven guilty."
He continued, "With regard to Article 11 of the Law of the Financial Supervision Bureau, which allows it to refer violators to the Public Prosecution, we say that the first natural responsibility lies with the official authorities in which these violations are found, and investigation committees can also be established in them."
In his intervention, which he made at the conclusion of the parliament’s deliberations regarding the financial control reports for the years 2006, 2007, and 2008, Al-Jalahma thanked all the deputies for their praise, stressing that “the Bureau is committed to a law that defines its work and its powers, and these reports are a great effort for the staff of the Bureau, but we stress that This is our duty in the work we do.”
He added, "We must mention that the oversight reports are subjective, and there are actually some parties that have fixed their affairs, and to be fair, Mumtalakat has done great things, and all companies have provided notes of what they are supposed to have fixed."
For his part, Finance Minister Sheikh Ahmed bin Mohammed Al Khalifa said, "Our ministry is facing the Public Prosecution building, and we are ready to go with anyone from tomorrow morning, but to throw accusations without evidence, that offends all Bahrainis."
And he continued, “Anyone who has evidence, we will go with him to investigations and file a report on him, because it is not our role to defend anyone, and we will be thankful to you if you provide evidence on this. We are the first to act on some of these issues, but we need real evidence and not political addresses, and we should To reach a conviction before we act, and we must be sure.”

The comments on the Ministry of Defense in the council’s reports heated up the parliamentary debates, and the government’s response to them, as the Director of Military Judiciary Youssef Fleifel began to assert that the Ministry of Defense cooperated fully with the Financial Supervision Bureau.
He said: "We are cooperating with him in providing all the required documents, except for documents of a confidential nature with regard to organizational structures, and the enumeration of the armed forces that can in no way be handed over, as they are secret, and they have been provided with legal evidence that contains all the required documents." without prejudice to the principle of confidentiality.
He added, “On the issue of tenders, the Defense has a special system that has been in place for a long time, and the Tender Board is aware of it and we have addressed it, and we are now studying the relationship with them in this field. For his part, Minister of Finance Sheikh Ahmed bin Mohammed Al Khalifa replied that Article 33 (g) of the constitution gives the ministry the right not to go to the Tender Board, stressing that “the Ministry of Defense works in accordance with the law and the constitution.”
After the minister’s intervention, Representative Jassem Al-Saidi expressed his objection to the words of the Chairman of the Finance Committee, Abdul Jalil Khalil, to which the latter responded by saying: “Every expenditure that was not specified in the budget or in excess of the estimates allocated to the ministries may not be exceeded except by law,” adding, “Our committee is not against the Ministry of Defense, We have agreed to open an additional appropriation for it in the 2009 budget, and we are not here in the field of auctions.”
In another intervention in the same regard, MP Al-Sidmaki Al-Wadaei said: “The budget of the Ministry of Defense falls within the general budget, so the ministry must abide by the constitution, that any law that violates the constitution must be thrown into the sea.”

Al-Mazal also said: “Does the Canadian accreditation body know that the Bahrain Nursing Society entered a court battle with the Ministry of Health so that it would not have a voice? There is no accreditation for the ministry except the accreditation it can obtain from the people of Bahrain.”
However, the minister commented on Al-Mazal’s intervention by saying: “The appearance of the Ministry of Health is in the clouds, and I want everything that Al-Mazal said to be cancelled, because what he said are fallacies and outcry. Why has he been silent since 2007? Al-Mazal replied: “The minister wants to write off everything, and all I will say is that I remained silent while waiting for the result, so that it would not be said that when we started investigating the health, we did not give him a chance to obtain accreditation. وقال: «يبدو أن الكتابة الإلكترونية ليست كتابة، ولا يعتد بها في نظر الوزير، ولا يمكن الاستشهاد بها لأنها ليست من الحبر، وهو زينة الكاتبين أو مداد العلماء، وليس القرص المدمج مكتوبا بالقلم الذي عناه الجليل في سورتي العلق والقلم، ولذلك اعتذر الوزير عن تقديم القرص الإلكتروني استنادا للمادة (135) في اللائحة الداخلية للمجلس التي اشترطت أن يكون رد الوزير على السؤال مكتوبا أو مطبوعا على الورق وليس مخفيا في قرص شيطاني مدمج إيمانا بالشفافية وتيمنا بكتاب الله تعالى».
وأضاف: «تعذر الوزير عن الإجابة عمن تم تعيينهم في وزارته من أجل المحافظة على أسرار الفرد وخصوصياته، ولا يقصد به إمكان الكشف عن هفوات أو مقاصد تكشف خللا في آليات التوظيف والإعلان عن الوظائف، ومدى الشفافية وكفاءة الفرص فيها. أما في وزارة التربية والتعليم وغيرها، والتي يفرح أبناء شعب البحرين حين يرون أسماء من تم تعيينهم، فهو خروج واضح على القانون وكشف لأسرار الأفراد وخصوصياتهم ما يعاقب عليه القانون».
وانتقد العالي أيضا ما أعلنته وزارة الصحة عن توجهها للاستعانة بالخبرات الأردنية على إثر زيارة وزير الصحة الأردني للبحرين في وقت سابق.
أما الوزير الحمر فأكد التزام وزارته بقانون الخدمة المدنية واللائحة التنفيذية له، مشيرا إلى أنه وضع في الإجابة جدولا يبين عدد الوظائف المعتمدة في الوزارة في الفترة التي طلبها العالي، لافتا إلى وجود 59 وظيفة حتى العام 2009، وأنه جارٍ العمل في الاستفادة من هذا العدد من الوظائف.
أما بالنسبة للعام 2010، فأكد الحمر أنه لم يتم تحديد المطلوب لهذه الوظائف بعد. وقال: «بالنسبة للقرص المدمج، ففي نص اللائحة الداخلية اشترطت أن يكون رد الوزير على السؤال مكتوبا، أما بالنسبة لذكر الأسماء فهو مدعوم بدستور مملكة البحرين بالنسبة للتوظيف عن الحرية الشخصية، وهذا الكلام موثق، وحيث أن الطلب يتعدى على حرية الفرد فهو يتعذر الإجابة عليه».
وبشأن الاستفادة من الخبرات الأردنية، فأكد الوزير أنه يمكن الاستفادة منها بشتى الوسائل، سواء على صعيد الخبرات البشرية أو التكنولوجية أو التدريبية، وخصوصا أن الأردن دولة متقدمة طبيا، والكثير من البحرينيين يذهبون للأردن لطلب العلاج، ومعظمها تتكلل بالنجاح، وفقا للوزير.
وسأل الوزير العالي: «من أين أتيت بنسبة الـ83.9 في المئة؟ النسبة الموجودة في وزارة الصحة 85 في المئة هي نسبة البحرنة للأطباء، والتمريض 73 في المئة، والصيدلة والمختبر ومختلف العلوم الأخرى، بعضها 90 وأخرى 100 في المئة».

جاء ذلك ردا على سؤال النائب السيدحيدر الستري بشأن ما حققته البحرين على صعيد البيئة بعد مؤتمر كوبنهاغن. وطالب الستري الحكومة بالتركيز على الاستراتيجيات البيئية لدرء المخاطر البيئية أو التخفيف منها، كما أكد الحاجة لأخذ مواقف جادة من مؤتمرات مثل مؤتمر كوبنهاغن، باعتبار أن البحرين وكدولة نامية تتضرر من التغير المناخي أكثر من المتسبب نفسه.
وقال: «يُطلب منا كدول نامية تقديم التزامات مالية لوضع حلول للمشكلات مع أننا لسنا السبب، لذلك نحن بحاجة مع الدولة النامية ليكون لنا صوت تفاوضي حتى لا تقع علينا التزامات كبيرة ونحن لم نتسبب بها، وخصوصا أن ذلك صار حقيقة واقعة، بعد مؤتمر كوبنهاغن، وقد يكون ضعف الموقف التفاوضي هو المتسبب في ذلك».
ودعا الستري وزير شئون البلديات والزراعة للتركيز على توصيات لجنة التحقيق في الدفان باعتبار أنها يمكن أن تحد من هذه المشكلة، لافتا إلى أن الوزير أكد أن الوزارة تقوم برصد ودراسات وتعتمد في التراخيص على مكاتب استشارية، آملا أن تكون هذه المكاتب غير محسوبة على المستثمر نفسه. وأيد الوزير الكعبي الحاجة إلى مراجعة الاستراتيجية البيئية لتتوافق وتنسجم مع المتغيرات الجوية.
تماس كهربائي عارض في أحد الأجهزة خلال الجلسة
قالت إدارة العلاقات العامة والإعلام والمراسم بمجلس النواب، في بيان رسمي، إنها تريد أن توضح للرأي العام والجمهور أن ما حصل من تصاعد بعض الأدخنة من أحد الأجهزة في جلسة مجلس النواب يوم أمس (الثلثاء)، والذي استمر لدقائق معدودة، كان بسبب تماس عارض في الأسلاك الكهربائية والموصولة بأجهزة الكمبيوتر والشاشات الموجودة في قاعة الجلسة، نظرا إلى ارتفاع مفاجئ في حرارة الجهاز، الأمر الذي تسبب في تصاعد بعض الأدخنة.
وقد سارعت الجهات المعنية في الأمانة العامة بمعالجة الأمر وفصل التيار الكهربائي عن الجهاز المعطوب، وإصلاح باقي الأسلاك، وتمت إعادة بث الجلسة في وقتها المعتاد بعد الاستراحة.
وأكدت الإدارة أن ما وقع من حادث بسيط كان بسبب تماس كهربائي عارض، وتتقدم بالشكر والتقدير لكل من اهتم وتابع الموضوع، ولكل من ساهم في معالجته بكل سرعة وإتقان.
الكعبي: نتائج دراسة انبعاثات «أبراج الاتصالات» يونيو المقبل
أكد وزير شئون البلديات والزراعة جمعة الكعبي أنه من خلال الدراسات التي تمت من خلال هيئة تنظيم الاتصالات والمكاتب المتخصصة الدولية والهيئة العامة لحماية الثروة البحرية والبيئة والحياة الفطرية، تبين أن مستويات الانبعاثات من أبراج الاتصالات أقل من المستوى المسموح به، وتم تعيين شركة خاصة للتأكد من أن مستوى الانبعاثات من أن هذه الأبراج أقل من المعدل المسموح به، على أن يتم الإعلان عن الدراسة في شهر يونيو/ حزيران المقبل.
جاء ذلك ردا على سؤال النائب عبدالله الدوسري بشأن أضرار أبراج الاتصالات، الذي تساءل: «ألا يجدر أن يُؤخذ بالشكل الجمالي خلال تركيب أبراج الاتصالات؟ كما أني لم أرَ أن الهيئة العامة لحماية البيئة تقوم بزيارة أماكن تركيب الأبراج، ولدي الكثير من الأمثلة من الأبراج التي لم تقم هذه المؤسسة بزيارتها».
فيما أكد الوزير الكعبي أن هناك بعض الأبراج المخالفة التي تم اتخاذ الإجراءات القانونية في شأنها.

وافق المجلس أيضا على الطلب المقدم من النواب بطلب التعاون الحكومي الجاد مع لجنة متابعة برامج الحكومة، وقد ارتأى المجلس إحالته إلى مكتب المجلس، وقد أوضح وزير المجلسين عبدالعزيز الفاضل أن الحكومة تجهز ردها القانوني على اللجنة خلال يومين.
كما تمت الموافقة بغالبية الأصوات على عقد جلسة استثنائية لمجلس النواب يوم الخميس (25 مارس/ آذار الجاري)، ويبدو أن النواب يتجهون لعقد جلسات استثنائية كل خميس بدءا من الجلسة المذكورة.

«كتلة المنبر» تطالب الحكومة بالتعاون مع لجان التحقيق البرلمانية

طالبت كتلة المنبر الوطني الإسلامي في بيان لها أمس (الثلثاء) الحكومة بضرورة التعاون مع لجان التحقيق البرلمانية وخاصة لجنتي التحقيق في أملاك الدولة وطيران الخليج، وأن تتخذ ما يلزم من الإجراءات لتصحيح الأخطاء ولعلاج الخلل والقصور وللحد من التجاوزات التي قامت بها عدد من الجهات الحكومية وكلفت الدولة مئات الملايين من الدنانير.
وهددت باستخدام جميع الأدوات الرقابية بما في ذلك الاستجواب وذلك بعد التنسيق مع الكتل الأخرى إذا لم تتعاون الحكومة مع لجان التحقيق مع أخذ ما ورد من توصيات ونتائج لهذه اللجان على محمل الجد واتخاذ قرارات بشأنها تعيد الحق للمواطنين ولموازنة الدولة.
وأكدت الكتلة أن «لجنة التحقيق في أملاك الدولة التي انتهت من كتابة تقريرها عملت بكل مهنية وحرفية وشاركنا في تشكيل هذه اللجنة وتبين لنا بالفعل وجود تجاوزات صارخة في عدد من الجهات الحكومية، لذا نعلن دعمنا للجنة وللخطوات التي سيتم اتخاذها من جانب أعضائها».
كما طالبت الكتلة في بيانها بأن «ترد الأموال العامة والأراضي التي صودرت إلى أملاك الدولة وإلا فجميع الخيارات مفتوحة أمامنا وبالتنسيق مع بقية الكتلة لإرجاع حقوق الوطن والمواطنين في القريب العاجل». مؤكدة أهمية الدور الذي تلعبه لجان التحقيق في المجلس في كشف التجاوزات والفساد، موضحة «كان الأحرى هو أن تتعامل الحكومة مع هذه اللجان بإيجابية للكشف عما يجري من خروقات وتجاوزات تخالف الدستور والقانون وتعدٍ على المال العام، وليس النظر إليها بعين الريبة، كون هذه اللجان بمثابة فرص عادلة لجميع الأطراف لتبيان موقفها وبيان وجهة نظرها والوقوف على الحقيقة».
وأضاف الكتلة أنه لا يمكن السكوت على الفساد متى تبين وجوده حتى وإن كان في نهاية الدورة الانتخابية، لأن محاربة الفساد لا تقتصر على وقت دون غيره كونه ينخر في التنمية ويهدد الاقتصاد الوطني في كل وقت وحين. مشيرة إلى أن عدم تعاون الحكومة وتسويفها مع النواب في المراحل الأولى للأدوات الرقابية فيما يتعلق بالسؤال والاقتراح برغبة والتي تضمنت القضايا المطروحة من خلال لجان التحقيق هو الذي دفع المجلس إلى التصعيد وتشكيل لجان التحقيق وهذا حق منحه إياه الدستور والقانون.
وأكد بيان الكتلة أن «لجان التحقيق في ممتلكات وطيران الخليج شكلهما مجلس النواب ولزاما على الحكومة بنص الدستور والقانون التعاون مع هذه اللجان في أداء مهامها لإظهار الحقائق»، مستدركة «لكن وللأسف الشديد دأبت الحكومة على التسويف وعدم التعاون مع هذه اللجان بما يعد اعتداء على السلطة التشريعية وتجاوزا من جانبها للمشروع الإصلاحي لجلالة الملك الذي أكد ضرورة الشراكة والتعاون بين السلطات الثلاث».

وافق مجلس النواب على تأجيل النقاش في التقرير النهائي للجنة التحقيق البرلمانية بشأن أملاك الدولة العامة والخاصة، إلى جلسة مجلس النواب المقبلة المقرر عقدها يوم الثلثاء (23 مارس/ آذار الجاري) للبت بشأنه.
في حين ارتأى مجلس النواب تأجيل مشروع قانون بشأن تنظيم الصحافة والطباعة والنشر، (مصاغ بناء على اقتراح بقانون من مجلس الشورى)، ومشروع قانون بشأن تعديل بعض أحكام المرسوم بقانون رقم (47) لسنة 2002، بشأن تنظيم الصحافة والطباعة والنشر، المرافق للمرسوم الملكي رقم (26) لسنة 2008، لمدة أسبوعين.
كما وافق المجلس على الطلب المقدم من الكتل النيابية بشأن تدخل الحكومة بصورة عاجلة لإطلاق سراح المواطن البحريني عبدالرحيم المرباطي المسجون بالمملكة العربية السعودية، ليتم رفعه إلى الحكومة.
