Ben Atto Zian reveals the developments of the solar energy project in Algeria
The Minister of Energy Transition and Renewable Energies, Bin Atto Zian, stressed that there is unprecedented interest by foreign investors in the solar energy project in Algeria known as "Solar 1000".
He stated - in an interview with the French -language Algerian newspaper "Lacprosion" - that "there is an impressive and unprecedented enthusiasm for the Solar 1000 project..We noticed this following the publication of the invitation to provide bids for this project..
The Algerian minister added: "Then, we understand the impatience of the investors who sent them email messages, in order to reassure them of the operation and inform them of the availability of a book of conditions.".
"I would like to point out that through this project we want to create a high -performance technology, which is at the forefront of developments in the field of photovoltaic cells and power stations.".
Solar energy project developments
Regarding the developments of the solar energy project, Bin Atto Zian said: "We have ended all aspects of technical and financial matters for the project of 1000 megawatts..It is a project on several batches in photovoltaic power plants..
He continued: "We held a joint meeting with the Ministry of Energy and Minerals to solve all outstanding technical issues. We must remember that a sun owned by two companies in the energy sector, Sonatrach and Sonelgaz.".
He stressed that the only concern is to settle points related to the items of the environmental aspects, which must be taken into account very seriously; These requirements are essential in preparing a notebook.
There are also aspects of compensation regarding the cost of tariffs, in addition to the questions related to carbon bonds, which were taken by the conditions book.
He explained that since the book of the conditions was launched last Thursday, it has begun to withdraw more than 80 national and foreign industrial dealers who wish to invest in this sector, stressing that this project, which constitutes a "first experience that the country is going through", had a "very acceptable resonance" withInvestors.
It should be noted that "Shams" is working independently, and it must be required - if necessary - who specialize in collecting "project financing" in the form of the electricity purchase agreement, according to the minister..
The Ministry of Energy Transition cost Shams to set the conditions book;It is necessary to identify the buyer/investor in the context of this project, to take a decision on aspects related to some matters, especially those related to carbon bonds, the details related to enhancing the rate of integration, and the terms related to local consumption of national products in the construction projects of these photovoltaic stations.
The minister said: "He was entrusted with the Shams company that runs this project for the completion of the Solar PV stations with a capacity of 1000 megawatts in the form of shares ranging between 50 and 300 megawatts for each one.It is a fully independent company ".
He added: "Thanks to these projects, we will be able to achieve an annual production that exceeds 2000 GB of electrical energy and provide 549 million cubic meters of gas, and we can avoid emission of one million tons of carbon.".
He explained that the project to complete solar power plants (Solar 1000 megawatts) belong to five Algerian states: Bashar, Warqla, Valley, Aktat, and Agouat, stressing that this would contribute to providing more than 5 thousand direct jobs.
He added that the electrical energy that will be produced from these stations is pumped into the national network.
He pointed out that the investor will have a commercial relationship with Sonelgaz through its branch of the Algerian company for the distribution of electricity and gas or with the customer of the system.
Other solar energy projects
Bin Atto Zian talked about the ongoing projects launched by the sector, away from the pioneering project in Algiers.
He said -in this interview -: "We have started a experimental project in the village of Ervi, Elizi, as the electrical energy is completely solar energy...It is 100% solar energy in the heart of Tassili Park, 176 km from Elise..
He added: "We have also updated the existing small solar energy facilities, this project - which we have already started - aims to create a large -scale solar electrification for homes, mosques, schools, irrigation, etc..This will be our pioneering project in conjunction with the state authorities..
He continued: "We are also found in 3 other solar -powered lighting projects in the states of Batna, Tesmsilt and Bouira..This is smart lighting, that is, high -performance lighting and low -power consumption..
The process will extend to the health, education, and religious affairs sectors, whose structures will be prepared with the lighting system itself. However, these photovoltaic facilities will not be installed until after the energy audit that will start soon.
Awareness of energy efficiency and renewable energies
Bin Atto Zian stressed that Algeria has taken wise options to perpetuate a ministry itself for renewable energies.
He said: "We are facing today - like the major countries in this world - structural disorders that reshape the global energy scene, and put the international community - including Algeria - to face important challenges and issues.".
He pointed out that consciousness is increasing in Algeria, and people begin to think about it, especially as it arises in terms of alternatives to fossil fuel and in terms of compliance with environmental standards, and there are many ambitious projects that were launched, and another in the launch phase, according to Bin Atto Zian..
He stressed that "Algeria can be proud of its drawing and implementation of a road map that revolves around several axes. The state has a solid and complete base in terms of speeding energy transmission.".
The Algerian road map - from other matters - aims to a national program to develop renewable energies by 2035, a total capacity of 15 thousand megawatts of electricity from renewable sources, not to mention the ambitious national plan to produce green hydrogen.
Partnership programs in renewable energies
Bin Atto Zian stressed that Algeria today receives great attention from many countries and investors, who clearly tend to engage in cooperation or partnership programs in the field of renewable energies..
He commented: "We keep pace with the response as much as possible on these many requests, however, the priority today is the start of the PV station project, within the framework of the" Solar 1000 "project, and this of course does not rule out the signature of several partnership projects in the field of research, development and training.".
He continued: "In fact, we have a lot of horizons to establish partnerships with a large number of countries..There is no day when I do not receive ambassadors and heads of various international organizations and other representatives of foreign investors on the prospects for investment in the renewable energy sector..
He pointed out that Algeria has projects in the field of ground energy, electrical energy, electrical mobility, training and experience.
He also said: "We will have a visit from two German ministers on 28-29 March, to achieve strategic partnerships..We have cooperation projects related to "research and development" in the solar energy and photovoltaic energy sector with American, German, English, Swiss, and others..
It should also be noted that Algeria is now a member of the main bodies of the International Renewable Energy Agency "IRENA", according to the minister..
The work of the Ministry of Energy Transition
Bin Atto Zian indicated that the ministry pays great attention to three matters of "training, development and research", a strategic axis of no less important than traditional ministerial procedures..
He said: "From here, these fixed objective notes came, which we manage in conjunction with various sectors, including vocational training and higher education..We started with the profiles of the PVs, a popular profession and can provide the market with specialized employment..
With regard to external cooperation, the Ministry, in conjunction with the Turkish embassy, established a modern training center, for training in the field of renewable energies, based in Cherchell, Tipaza, and the center is equipped with the latest educational equipment, including a high -performance simulation device, according to Bin Atto Zayan..
New appointments..And expected facilities
Bin Atto Zian explained that the new appointments and changes in some strategic positions in the sector come within the framework of reactivating and re -publishing structures and employees in the sector, to face the challenges correctly, in terms of challenges related to the renewable energy sector plan, during the coming years..
He continued: "We also aim to gradually establish a new organization, in order to ensure some synergy between the various stakeholders and tools available to the sector, it is useful to determine that the time has come for all institutions to return to the sector, in order to provide all resources and energies.".
There is another goal to establish a renewable energies agency, which can contribute to developing the main lines of the national policy for renewable energies and energy efficiency in the sector.
