Dubai, United Arab Emirates (CNN)-- Russian state television ignored US President Joe Biden's "State of the Union" speech to some extent, broadcasting only one story shortly after Biden's conclusion and ignoring attacks towards the president The Russian, Vladimir Putin, or using words Biden said about Putin such as "the dictator, and only Putin is responsible, and he is more isolated than ever."

Dear Speaker of the House, Honorable Vice President, Honorable First Lady and Mr. Second, Honorable Members of Congress and Cabinet, Honorable Supreme Court Justices, fellow Americans. COVID-19 has kept us apart for the past year, but here we are again this year.

Tonight we have come together (applause) as Democrats, Republicans, and independents, but most importantly, we have come together as Americans. We bear a duty to each other, to the United States, the American people, and the American Constitution. We are filled with an unwavering determination that liberty will always triumph over tyranny.

Six days ago, Russian President Vladimir Putin sought to shake the foundations of the free world, thinking that he could make us bow with his threatening methods, but he miscalculated. He thought he would invade Ukraine and plunge the world. However, he found himself facing a wall of strength that he had never expected or imagined. Face the Ukrainian people.

From President Zelensky to every Ukrainian, the world has rightly been inspired by their fearlessness, courage and determination.

Groups of citizens repelling tanks with their bodies. Everyone - from students, pensioners and teachers - turned into soldiers defending their homeland.

In the words of President Zelensky in his speech to the European Parliament, “light will triumph over darkness” in this struggle. The Ukrainian Ambassador to the United States is here tonight, sitting with the First Lady. Let's all stand up, if you can stand up... Let's stand up here tonight in this room to send an unmistakable message to the world and to Ukraine. (Applause.) Thank you. Thank you all. (applause)

It's smart, powerful, and determined. (Applause.) And yes, we, the United States of America, stand with the Ukrainian people.

We have learned this lesson throughout our history. Autocrats cause more chaos when they are not forced to pay for their aggression. The more they do, the costs and the threats to the United States and the world grow.

This is what prompted the creation of the North Atlantic Treaty Organization (NATO) to secure peace and stability in Europe after World War II. The United States is a member of the alliance along with 29 other countries. This is important. American diplomacy is important. American resolve is important.

Putin's latest attack on Ukraine is premeditated and without any provocation whatsoever, he has rejected repeated efforts to resort to diplomacy.

He thought that the West and NATO would not respond. He thought he could divide us at home, in this room, and in this nation. He thought he could divide us in Europe too.

But he was wrong. we are ready. We are united and that is what we have done. We stayed united.

We have prepared carefully and extensively. We have spent months building a coalition of other freedom-loving nations to take on Putin, from Europe and the Americas to Asia and Africa.

Like many of you, I have spent countless hours uniting our European allies. We told the world in advance what we knew Putin was up to and how exactly he would try to fake and justify his aggression.

We have faced Russia's lies with the truth. And here is the free world holding him accountable now that he acted. We and 27 EU member states, including France, Germany and Italy, as well as countries such as the United Kingdom, Canada, Japan, Korea, Australia, New Zealand and many others, and even Switzerland, are inflicting pain on Russia and supporting the Ukrainian people.

Putin is now more isolated from the world than ever before.

We are now imposing strong economic sanctions alongside our allies. (Applause.) We are going to separate Russia's largest banks from the international financial system. Preventing Russia's central bank from defending the ruble strips Putin's $630 billion "war chest" of value. We restrict Russia's access to technology, which will weaken its economic power and military for years to come.

Tonight I turn to the Russian oligarchs and corrupt leaders who saved billions of dollars from this violent regime: It's over. And I mean this. (applause.)

The US Department of Justice is forming a task force dedicated to prosecuting the crimes of the Russian oligarch.

And we join our European allies to find and take over their yachts, luxury apartments and private jets. (Applause.) We're coming after your ill-gotten gains.

I'm announcing tonight that we will join our allies in closing US airspace to all Russian flights - further isolating Russia - and adding additional stress to their economy. (applause.)

He has no idea what will happen. The ruble has already lost 30 percent of its value.

The Russian stock market has lost 40 percent of its value and trading is still suspended. The Russian economy is reeling, and Putin alone is responsible.

We support Ukrainians in their struggle for freedom with our allies. We give them military assistance, economic assistance and humanitarian assistance. We are providing more than a billion dollars in direct assistance to Ukraine, and we will continue to help the Ukrainian people defend their homeland and alleviate their suffering. (applause.)

But let me be clear that our forces are not and will not be involved in the conflict with Russian forces in Ukraine. Our troops will not go to Europe to fight in Ukraine, but they will move to defend our NATO allies in case Putin decides to move west.

To this end, we mobilized US ground forces and air squadrons and deployed ships to protect NATO countries, including Poland, Romania, Latvia, Lithuania, and Estonia.

As I have made very clear before, the United States and our allies will defend every inch of NATO territory with the full force of our collective might. about every inch. (applause)

We are clear. The Ukrainians are resisting with sheer courage, but the next few weeks and months will be difficult for them.

Putin has unleashed violence and chaos. It may make gains on the battlefield, but it will pay a heavy and persistent price in the long run.

The Ukrainian people are determined... They are a proud people who are ready to fight with every ounce of energy. They have known 30 years of independence, and have shown time and time again that they will not tolerate anyone trying to take their country back.

A Russian dictator's invasion of a foreign country has costs around the world. I am taking strong and aggressive action to make sure that our sanctions hurt and target the Russian economy, and that we use every tool available to protect American businesses and consumers.</p><p>Tonight I can announce that the United States has worked with 30 other countries to release 60 million barrels of oil from reserves around the world. The United States will lead this effort, releasing 30 million barrels from the US Strategic Petroleum Reserve, and we stand ready to do more if needed and unite with our allies.</p><p>These steps should help lower fuel prices here at home. I know the news about what's happening may sound alarming, but I want you to know that it's going to be fine.</p><p>When the history of this era is written, Putin's war on Ukraine will have made Russia weaker and the rest of the world stronger. (applause)</p><p>It was not necessary - (applause) for something so horrible to happen for people all over the world to know what's at stake right now. We are seeing it clearly now.</p><p>We are witnessing unity among the leaders of countries and greater unity in Europe and the West.</p><p>We see the unity among those who gather in cities in large crowds around the world, even in Russia, to show their support for the people of Ukraine.</p><p>In the battle between democracy and tyranny, democracies still prevail, and there is no doubt that the world chooses the side of peace and security.</p><p>This is a real test. It will take some time, so let us continue to be inspired by the iron will of the Ukrainian people.</p><p>To our fellow Ukrainian Americans who form a deep bond between our two countries, we stand with you. We stand by you.</p><p>Putin may surround Kiev with tanks, but he will not win the hearts and souls of the Ukrainian people. Their love of liberty will never be extinguished, nor will the resolve of the free world ever weaken. (applause)</p><p>We will have an infrastructure contract ahead of us.</p><p>This will change the United States and put us on the path to winning the 21st century economic competition that we face with the rest of the world, especially with China.</p><p>As I said before to Xi Jinping, betting against the American people is never a winning bet.</p><p>… We will continue to vaccinate the world. We have sent 475 million vaccine doses to 112 countries, more than any other country has sent. We will not stop there.</p><p>We need to secure our borders and reform our immigration system if we want to promote freedom and justice.</p><p>And I think we can achieve both goals as you might imagine. We have installed new technology at our borders like advanced scanners to better detect drug smuggling.</p><p>And we have established joint patrols with Mexico and Guatemala to catch more traffickers.</p><p>And we're appointing ad hoc immigration judges in much greater numbers so that families fleeing persecution and violence can get their cases heard more quickly — (Applause) — and bring back those who aren't here legally.</p><p>We are working to secure commitments and support partners in South and Central America to host more refugees and secure their borders.</p><p>We can do all this and keep the flame of freedom lit, as it is what led generations of immigrants to this land… It led my ancestors and many of yours.</p><p>We will provide a path to citizenship for dreamers, temporary workers, farm workers and essential workers. (applause.)</p><p>We will revise our laws so that companies get the workers they need and families don't wait for contracts to reunite.</p><p>Not only is doing so the right thing to do, it's the smart economic choice to make.</p><p>This is why everyone, from labor unions to religious leaders to the US Chamber of Commerce, supports immigration reform. (Applause) Let's get this done once and for all. (applause)</p><p>My fellow Americans, we have gathered in a sacred place tonight, the Citadel of Democracy. In this Capitol, generation after generation of Americans have debated great questions amid great struggle and great achievement.</p><p>We have fought for freedom, expanded freedom, and defeated totalitarianism and terrorism. We have built the strongest, most prosperous and free country the world has ever known.</p><p>The time has come now, and this is the moment of our responsibility and the test of resolve, conscience and history itself. It is at this moment that our character is being formed for this generation. Our goal is defined and our future is charted.</p><p>I know this nation, and I know we will pass the test of protecting liberty and expanding justice and opportunity. We will save democracy.</p><p>Despite these trying times, today I am more optimistic about the United States than I have been in my entire life, because I see the future before us and I know that nothing is beyond us.</p><p>We are the only country on Earth that has turned every crisis into an opportunity, always. We are the only nation that can be defined by one word: potential.</p><p>So tonight, in our 245th year as a nation, I come to report on the State of the Union. And my report is this: The State of the Union is strong, because you are strong, the American people.</p><p>We are stronger today than we were a year ago.
